Abstract:

Based on the visual inspection, past performance and the available engineering data, the dam its appurtenant structures appear to be in poor condition. The Spillway is considered to be seriously inadequate, and the facility is classified as unsafe, non-emergency. The following are among the recommendations presented for immediate action by the owner 1 That, in lieu of improving the facilities, the embankment be breached after obtaining a permit from the Bureau of Dam Safety, Obstruction and Storm Water Management, Pennsylvania Department of Environmental Resources 2 That a detailed hydrologic and hydraulic engineering analysis be made by a professional engineer with experience in the design and construction of dams to determine means for providing adequate spillway capacity and 3 That the upstream and downstream slopes and the crest be cleared of all trees, brush and debris under thee supervision of a professional engineer experience in the design and construction of dams. The embankment shall be provided with an adequate protective cover and be maintained on a regular basis. Author
