Civilian Harm Mitigation and Response Action Plan (CHMR-AP): Objective 6 Results and Transition Plan

Abstract:

On August 25, 2022, the Department of Defense (DoD) released its Civilian Harm Mitigation and Response Action Plan (CHMR-AP) to improve strategic outcomes, optimize military operations, and strengthen DoD mitigation of civilian harm through a reinforcing framework. Objective 6 (OBJ 6) of the CHMR-AP tasks the Secretary of the Army with developing a data management platform for CHMR-related data. This report documents OBJ 6 activities completed to date by the OBJ 6 Working Group, led by HQDA G-3/5/7, and a recommended plan for remaining activities.
