Abstract:

U.S. Ambassador Joseph C. Grew faced multiple pressures that impacted his work in the years immediately preceding the surprise attack on Pearl Harbor in 1941. Grew labored to convince Imperial Japan that it's aggressive expansionist policies in the Far East would provoke an American response. Grew also struggled with the State Department bureaucracy and European diplomats as the long-simmering Asian wars erupted in December 1941. Ultimately, Joseph Grew serviced in the American Foreign Service post of the day, performing as admirably as one could under arduous circumstances. The confluence of untamable forces converged in just the right away to bring war to the Pacific despite Grew's best effort.
