Abstract:

The Air Force Operational Test and Evaluation Center (AFOTEC) and its detachments (Dets) at Edwards AFB, Eglin AFB, Nellis AFB, and Hill AFB, and the AFOTEC Experimentation Directorate 1 January through 31 December 2022 executed operational test and evaluation (OT and E) of 90 programs worth $1.3 Trillion. These included: the KC-46A; B-21; F-22; Air Force Vanguard; Golden Horde; Autonomous Attritable Aircraft Experiment (AAAx)/Skyborg; Sentinel; F-15EX; AIM-120 System Improvement Project (SIP-3); HH-60W; T-7A; MH-139A, and Integrated Operational Test and Evaluation of the F-35 by the United States Operational Test Team (UOTT). AFOTEC continued as the United States Air Force and Space Force Operational Test Agency. Under Maj Gen James R. Sears, Jr. and then Brig Gen Michael T. Rawls, the center harnessed its six core test principles strategic plan, AFOTEC Strategic Vision 2030, and followed the direction by the CSAF proceed until apprehended to prepare the organization for relevance in 2030. On July 18, the Commanders of AFOTEC, the Air Force Test Center, and the U.S. Air Force Warfare Center held a second Tri-Center Summit to extend cooperation with projects such as integrating live and virtual test and training, digital engineering efforts, potential cost sharing opportunities, and cooperation/collaboration on big data management.
