Abstract:

The Carper housing project, less than 2 years old, has experienced maintenance problems arising from inadequate: construction quality standards, inspection by the construction contractor, and use of warranties. It has also experienced unmet standards. In disposing of its scrap metal at Sewells Point, the Navy is violating the Department of Defenses regulations by allowing the scrap contractor to keep valuable metal. Also, the Navy has no monitoring system at Sewells Point to make sure it receives fair value for the scrap metal removed from the base. GAO is recommending that the Navy take specific steps to correct these situations.
