Abstract:

The Department of Defense (DOD) spends over 100 million a year on photocopying services. DOD was leasing and purchasing copiers when cost-per-copy service was introduced as a procurement option. This type of service involves a vendor furnishing a copier, maintenance, and supplies, with the governments cost based on the quantity of copies produced.
