Abstract:

Humana Military Healthcare Services, of Louisville, Kentucky, protests the Department of Defense (DOD) TRICARE Management Activity's (TMA) award of a contract to United Military Veterans Services, Inc. (UMVS), of Minnetonka, Minnesota, under request for proposals (RFP) No. H94002-07-R-0007, for T-3 TRICARE managed health care support services for the South Region. Humana, the incumbent contractor, challenges the evaluation of proposals and resulting source selection decision. We sustain the protest.
