Defense Reorganization: DOD Establishment and Management of Defense Agencies

Abstract:

As you requested, we reviewed the Department of Defenses (DOD) implementation of title III of the Goldwater-Nichols DOD Reorganization Act of 1986 that addresses defense agencies. Title III (1) states that the Secretary of Defense may designate a single DOD agency to perform a supply or service activity that is common to more than one military department, (2) requires that the overall supervision of each defense agency so designated (except the Defense Intelligence Agency and the National Security Agency) be assigned to either a civilian officer within the Office of the Secretary of Defense (OSD) listed in the act or to the Chairman, Joint Chiefs of Staff (CJCS), (3) designates specific duties and responsibilities that the CJCS is to exercise in providing oversight over the combat support agencies, and (4) requires periodic reviews to be conducted.
