Abstract:

Protest that the agency failed to evaluate quotations in accordance with the terms of the solicitation is sustained, where the awardee took exception to material solicitation requirements. Level 3 Communications, LLC, of Broomfield, Colorado, protests the award of a contract to BT Federal Inc., of Reston, Virginia, under request for quotations (RFQ) No. HC1021-15-T-3027/WE29JUN155726, issued by the Department of Defense, Defense Information Systems Agency (DISA), for telecommunications service. Level 3 challenges the agency's determination that BT Federal's quotation was technically acceptable.
