Abstract:

Investment in infrastructure near military installations that supports servicemembers and their families is of continued importance to many Members of Congress and other elected officials. Congress legislated the Defense Community Infrastructure Pilot Program (DCIP) to help address deficiencies in this type of infrastructure.
