Abstract:

The purpose of this paper is to survey, from an historical perspective, how technological considerations have figured in Soviet political choices. The paper focuses on two specific issues 1 Soviet interpretations of the technological and military competition with the West, and 2 Soviet attitudes toward the utilization of Western technology.
