Defense Attache Saigon: RVNAF Quarterly Assessment, 4th Quarter FY 73
Abstract:
This assessment of the current military situation is a result of the combined efforts of RVNAF and DAO-Saigon. It is the first in many years developed without US advice at all levels. US observers state that much of the data furnished by RVNAF is not validated nor do they feel that the GVN JGS command and control system is fully reliable. As a result of the Easter 72 offensive the enemy position is assessed as stronger than ever his buildup and stockpiling of logistic resources is ominous. The war continues with each side trying to defend or enlarge its sphere of influence and to clean up pockets of resistance. However, the growing GVN economicmorale problem is presented as the direct result of US disengagement. RVNAF is described as being capable of holding the territory presently under control but lacking the defensive capabilities to withstand a major country-wide offensive. The dominant role in the continuing degradation of national political and military leadership is attributed to inflation. The lack of joint service manning at all levels of senior headquarters and the effective employment of Joint Task Forces appears to continue tactical command and control weakness. The GVN has recognized the economic impossibility of maintaining the present level of active force and is planning a reduction, but not until a more stable ceasefire environment exists.
