Environmental Assessment for the Construction of a Shoppette, Class Six Store, and Car-Care Facilities at Dover Air Force Base, Kent County, Delaware

Abstract:

AAFES proposes to construct a new shoppette, a Class Six store, a car-care center with two service bays, and an automated, single-bay car wash for use by authorized patrons at Dover Air Force Base Dover AFB, Kent County, Delaware. The Proposed Action would also upgrade an existing fuel distribution system and expand its capacity to service customers. Further, the project would require the demolition and disposal of outdated facilities and infrastructure at the site of the Preferred Alternative. The new facilities would be collocated in the central part of the Base. The Preferred Alternative complies with the Dover AFB General Plan and utilizes a site that has already been developed for a similar purpose. The existing shoppette and Class Six store are in poor condition. The construction of the new facilities would enhance customer services on the Base provide AAFES with additional revenue, and mitigate the health and safety risks associated with contaminated soils present at the Preferred Alternative site. The collocation of these services would consolidate similar management responsibilities and reduce traffic to, from, and within Dover AFB. Under the No Action Alternative, AAFES would not construct the new facilities and Dover AFB patrons would continue to utilize separate, outdated facilities. This Environmental Assessment evaluates the Preferred Alternative and the No Action Alternative. Resources evaluated in this EA include land use hazardous materials and waste air quality geology and soils water resources socioeconomics infrastructure and utilities and, transportation.
