Abstract:

The task assigned to the Joint Improvised Explosive Device Defeat Organization JIEDDO, to defeat the improvised explosive device lED as a weapon of strategic influence, was an impossible and poorly-defined task. It was the insurgency, not the lED that was strategically important, and the best solution was a counterinsurgency.
