Abstract:

Our overall objective was to evaluate DoDs implementation of Public Law 111-5, American Recovery and Reinvestment Act of 2009, February 17, 2009 Recovery Act. Specifically, we reviewed the planning, funding, initial project execution, and tracking and reporting of the project Hospital Replacement Phase I, at Fort Hood, Texas, to determine whether personnel at the TRICARE Management Activity TMA, the U.S. Army Medical Command MEDCOM, and the U.S. Army Corps of Engineers USACE complied with Recovery Act requirements Office of Management and Budget OMB Memorandum M-09-10, Initial Implementing Guidance for the American Recovery and Reinvestment Act of 2009, February 18, 2009 and subsequent related guidance.
