DOD Civilian Personnel. Intelligence Personnel System Incorporates Safeguards, but Opportunities Exist for Improvement

Abstract:

While early in its implementation of DCIPS, DOD has taken some positive steps to incorporate 10 internal safeguards into DCIPS, but opportunities exist to immediately improve the implementation of 2 of these safeguards and continued monitoring of all of the safeguards is needed. For example, DOD has taken some steps to, among other things, provide extensive training to employees on DCIPS and require feedback between employees and supervisors at the mid-point and at the close of the performance rating cycle. However, additional steps could be taken to help ensure 1 continuous employee involvement in DCIPS and 2 the implementation of merit principles regarding the need for an independent analysis of ratings. More specifically Results in Brief DOD has taken steps to involve employees in the implementation of DCIPS however, opportunities exist to expand this involvement by establishing a formal process for the continued involvement of employees in the system. As we previously reported, leading organizations involve employees directly and consider their input before finalizing key decisions. We further stated that such involvement in system design and implementation must be early, active, and continuous if employees are to gain a sense of understanding and ownership of the changes that are being made. At the time of our review, DOD had sought employee input through several mechanisms, including a survey that validated performance competencies for DCIPS and numerous Town hall meetings with employees-both domestically and overseas-to provide employees information about DCIPS. While these steps demonstrate a commitment to engage the workforce, DOD has not taken advantage of other opportunities to expand such efforts by establishing a formal process for the continuous involvement of employees in DCIPS.
