Abstract:

This thesis examines an important element of the implementation of United States foreign policy, the U.S. Security assistance Program and, more specifically, Foreign Military Sales. The Security assistance Program is a principal means of support for the free world countries. It is an integral and essential part of U.S. foreign policy. This thesis concludes that, as the leader of the free world, the United States bears a great responsibility for ensuring that its Security assistance Program is administered in an effective and cohesive manner. In order to accomplish this, the authority and responsibilities of both the U.S. executive and legislative branches must be more clearly defined.
