Navy/Marine Corps Intranet Information Assurance Operational Services Performance Measures

Communicating in the Department of the Navy DON over the Internet is an everyday event. The DON is developing the Navy Marine Corps Intranet NMCI to enhance this communication capability. The security of communicating over the NMCI has become a concern to the DON. The DON is relying on the NMCI contractor to provide security for their communications. Key aspects of this secure communication will be provided through the use of a DON Public Key Infrastructure PKI, which the NMCI contractor is managing. To ensure the security of the PKI based communications the contract requires the monitoring of four PKI performance measures. This thesis analyzes performance measures, criterion, and standards then uses this analysis to review the contractual PKI performance measures and data collected from commercial PKI vendors. It recommends changes to these performance measures and provides additional performance criteria that should be included in the NMCI contract. Finally, this thesis analyses how the NMCI contract, specifically the PKI, impact DON members.
