Abstract:

This report discusses the growing uncertainties regarding the terrorist threat and the need for a risk management approach. Also discussed are specific federal programs to prepare for and respond to chemical and biological agents or weapons, and problems identified in evaluations of chemical and biological preparedness. Finally, suggestions are made for the investment of resources in chemical and biological preparedness
