Abstract:

This Regulation implements DoD Directive 1000.21 reference a and establishes DoD and Department of State DoS policies and procedures for obtaining no-fee passports andor visas and administration of Passport and Passport Agent Services. This Regulation is used in conjunction with the DoS Passport Agents Manual reference b and the Department of Defense Foreign Clearance Guide FCG reference c. It provides instructions and control of forms required for passports andor visa applications and prescribes the use for DD Form 1056, Authorization to Apply for a No-Fee Passport andor Visa. It specifies DoS and DoD policy and procedural guidance on the acquisition, issuance, and use of passports andor visas for official travel.
