DD 21: A New Direction in Warship Acquisition
Abstract:
Under development during a time of new littoral missions, limited resources, rapid technology advances, and a dwindling industrial base, the Navys 21st Century Land Attack Destroyer DD21 demands an unprecedented acquisition approach. This paper describes the genesis of DD21s operational requirement and the key role of containing life-cycle costs in managing the program. It outlines the Navys innovative procurement approach, in which key responsibilities for major design and life-cycle tradeoffs will be shifted to industry, along with a larger role in maintenance, logistics, and training. In addition, it reviews the current status of the program.
