Consolidation of DoD Contract Administration Services.

At the request of the then Deputy Secretary of Defense, we performed the evaluation to determine whether any consolidation opportunities exist for the Defense Contract Audit Agency and the Defense Contract Management Command. The request was made as a followup to the Commission on Roles and Missions study recommendation to consolidate those agencies. During the evaluation, we observed that increased efficiencies, staff reductions, and cost avoidances were possible if contract administration services responsibilities of several major DoD contracting activities were transferred to the Defense Contract Management Command. We conducted this evaluation to determine whether those activities should delegate the responsibility for contract administration services to the Defense Contract Management Command.
