This Leaders Safety Guide is part of a continuing series of publications designed to help leaders build safety into their day-to-day operations. It is intended as a toolkit for military and civilian supervisors of the Armys blue- and white-collar work force. The methods discussed here weld time-proven workplace safety principles to the Armys expanding application of risk-management techniques. The Armys Civilian Accident Prevention Program CAPP has held Armywide injuries and illnesses to less than 25 per thousand workers annually. But the tremendous cost-more than a half-million dollars per day-demands a relentless prevention effort. We know the overwhelming majority of accidents result from human errors, compounded by unforgiving environments. For that reason, much of this guide is devoted to ways to improve worker behavior and the workplace itself. The stability typical of Army civilian job sites and work processes allows the design of solid risk-management controls, and they must be applied in every Army workplace. Protecting the work force is a shared responsibility. Everyone at every level of every organization must feel an essential part of the accident-prevention process. But you as leaders make a unique contribution to job safety. You know the skills, the physical condition, the capabilities, and the limitations of your people. You have authority to inspect, correct, and direct. No one is in a better position than you to prevent accidents before they happen. This guide will help you do that.
