Federal Acquisition Computer Network Central Contractor Registration (CCR) Program
Abstract:
The Federal Acquisition Regulation requires contractors to register with the Central Contractor Registration CCR program office before doing business electronically with the Federal Government. The Debt Collection Improvement Act of 1996 requires Federal agencies to have the Taxpayer Identification Number of every contractor and pay every contractor through electronic funds transfer. Having the necessary contractor information centrally located and available to both contracting and payment offices through the CCR will greatly enhance the ability of DoD to comply with the law. Information contained in the CCR database is also needed to comply with Internal Revenue Service reporting requirements. The primary audit objectives were to evaluate the progress that the Electronic Commerce Integration Organization and its predecessor, the DoD Electronic Commerce Office, and the Defense Information Systems Agency have made in implementing the CCR Program, to determine why few contractors have registered, and to review access controls over sensitive contractor information contained in the CCR database. We also examined the management control program as it relates to the audit objective.
