Abstract:

This audit was requested by Congressman Peter A. DeFazio because of concerns that contractors may have overcharged the Navy for spare parts procured for the Pioneer Unmanned Aerial Vehicle program. This issue was investigated by the Naval Inspector General in 1995 in response to a complaint to the Defense Hotline, but Congressman DeFazio was not satisfied that the issue had been adequately reviewed. The Pioneer Unmanned Aerial Vehicle program is managed by the Program Executive Office for Cruise Missiles and Unmanned Aerial Vehicles, Naval Air Systems Command. The audit objective was to evaluate contract pricing for selected parts in the Pioneer Unmanned Aerial Vehicle program. The audit also evaluated portions of the Naval Air Systems Command management control program as it applied to the audit objective. See Appendix A for a discussion of the audit process and Appendix B for prior coverage.
