Abstract:

The U.S. Military Entrance Processing Command USMEPCOM is a jointly staffed field operating agency of the Assistant Secretary of Defense Force Management Policy, under the Under Secretary of Defense personnel and Readiness. USMEPCOM is a part of the DoD Accession Triad that includes the Military Recruiting Services and the Military Training Reception Centers. USMEPCOM comprises a headquarters, located in Chicago, Illinois 2 sector regional offices located in Chicago, Illinois, and Denver, Colorado and 65 military entrance processing stations MEPS located in commercial facilities, Federal space, and on military installations throughout the continental United States, Alaska, Hawaii, and Puerto Rico. The primary mission of USMEPCOM is to administer enlistment qualification tests and a medical examination to all applicants for enlistment in the Services, to include the Reserve components and the U.S. Coast Guard and, when required, Selective Service System registrants. During FY 1997, USMEPCOM conducted 529,000 enlistment tests and 401,000 medical examinations and 364,000 applicants were enlisted into the Military Services. The budget and staffing for USMEPCOM in FY 1997 was 138 million and 2,661 civilian positions and military billets, respectively. Evaluation Objectives. The evaluation objective was to determine the efficiency and economy of USMEPCOM operations. We also reviewed the adequacy of the management control program related to the evaluation objective. Evaluation Results. USMEPC0M was accomplishing its mission in accordance with established operational requirements. However, the following areas needed improvement.
