Abstract:

The following is a full translation of excerpts from a speech delivered by Le Thanh Nghi, minister of the Politburo of the Central Committee of the Vietnam Lao Dong Party and Minister of Industry at the Military Political School of the Vietnam Peoples Army. These excerpts were published in the 18 February 1960 issue of the Army newspaper Quan Doi Nhan Dan.
