Implementing Capital Planning and Information Technology Investment Processes: An Assessment.

This assessment of the implementation of IT Capital Planning processes has been developed on behalf of the Best Practices Subcommittee of the Federal Chief Information Officer CIO Councils Capital Planning and Information Technology IT Investment Committee. The Subcommittee is pleased to present the results of an assessment of IT capital planning activities and procedures. The information presented herein was gathered through a directed questionnaire and follow-up interviews conducted with ten participating agency CIOs and their staffs between April 22 and May 1,1998. The questionnaire findings, as well as the input from the interview process, are presented for the mutual benefit of the participating parties and other government agencies or departments that may benefit from best practices in IT capital planning methods.
