Acquisition Reform: Implementation of Key Aspects of the Federal Acquisition Streamlining Act of 1994.
Abstract:
The Federal Acquisition Streamlining Act of 1994 FASA contained more than 200 sections changing the laws that govern how federal agencies annually acquire almost 200 billion in goods and services. The act required us to evaluate the effectiveness of actions taken to implement FASA. To address this mandate, we determined whether selected federal organizations were 1 reducing unique purchasing requirements, 2 increasing the use of simplified acquisition procedures, arid 3 obtaining goods and services faster while reducing in-house purchasing cost.
