Abstract:

The essay addresses the authority of the U.S. Coast Guard to board foreign flag vessels on the high seas when the vessel is suspected of violating a U.S. law that applies extraterritorially. The essay discusses international law constraints, including freedom of navigation concerns, on the Coast Guards domestic authority, as well as policy implications of such actions.
