Intellectual Property: Fees Are Not Always Commensurate with Costs of Services.
Abstract:
This report presents the results of our review of issues related to intellectual property fees charged by the Patent and Trademark Office within the Department of Commerce and the Copyright Office within the Library of Congress. Our report provides information on the manner in which these agencies use fees to provide services. The report specifically discusses patents, trademarks, and copyrights. It also provides matters for congressional consideration concerning both patents and copyrights and a recommendation to the Register of Copyrights.
