Let History Help...But Not Too Much: Effectively Using The JTCB.
Abstract:
This paper examines the role, participants and placement of the Joint Targeting Coordination Board JTCB in the joint force structure. Historical lessons learned from WW2 through Bosnia and recent exercises are utilized, along with peculiarities of these conflicts which might make the lessons not applicable to future scenarios. It recommends changes to joint doctrine to require a Joint Force Commander level JTCB for every situation where targeting the operational depth of an opponent is a possibility. Additionally, it recommends the JTL and JIPTL reside with the joint staff. Furthermore, it recommends participants include the functional Component Commander principals to minimize service parochialism and maximize the synergy available from guidance and interaction available at this level.
