Abstract:

The number of environmental laws and regulations continues to grow in the United States and throughout the world, making compliance with regulations increasingly difficult. Environmental assessments became a way to evaluate compliance with current environmental regulations. The Air Force has adopted a compliance program that identifies problems before they are cited as violations by regulatory agencies. Beginning in 1984, the U.S. Army Construction Engineering Research Laboratories USACERL, in cooperation with the Air Force Engineering and Services Center, began research on the Environmental Compliance Assessment and Management Program ECAMP. The concept was to combine Federal, Department of Defense DOD, and Air Force environmental regulations with good management practices and risk management issues into a series of checklists that show legal requirements and which specific items or operations to review. Each assessment protocol lists a point of contact to help assessors review the checklists as effectively as possible. The Environmental Compliance Assessment and Management Program-United Kingdom ECAMP is based on the Standards Governing Environmental Protection for U.S. Installations in the United Kingdom, published by Headquarters, U.S. Air Force, Europe HQ USAFE in January 1994. UK ECAMP includes pertinent information from Air Force Instructions, DOD Directives and Instructions, and cited good management practices.
