Abstract:

This plan contains procedures for the qualification operational test and evaluation QOTE of the OC-135B Open Skies Phase II Upgrade. The purpose of the QOTE is to assess user satisfaction and operational suitability. The QOTE will be conducted using operationally representative observation missions planned by the On-Site Inspection Agency OSIA. HQ Air Combat Command will use the results to support a full operational capability declaration decision.
