Total Ship System Engineering Vision and Foundations.

This report considers an effort to reinvent the process by which the Navy transforms operational requirements into surface combatants. The objective is to articulate a new framework for total ship system engineering. For this, three things are necessary a culture of teamwork permitting a unified system engineering effort a common framework for total ship system engineering and agreed-to concepts, standards, and tools for design integration. The work is being conducted as a collaborative effort involving three warfare centers and various headquarters activities in Washington. The strategy involves a focus on a family of backbone control structures that provide the means for mission teams to operate a ship as a coherent entity. Subsequent efforts will address how the approach can be implemented in future programs. MM
