The Rule of Three in Federal Hiring: Boon or Bane?
Abstract:
This report analyzes how the rule of three-a long standing requirement established by law--affects and in turn has been affected by changes in how the federal civil service hires new employees. The rule of three requires managers to select new employees from among the top three available candidates referred to them. This report also discusses how a second legal requirement, veterans preference, affects Federal hiring through its interaction with the rule of three. AN
