Abstract:

This report presents the results of a cost and operational effectiveness analysis COEA of selected mission alternatives for the International Ice Patrol. The analysis reviewed new technology and management opportunities for improvement and identified selected management, technology, and operational alternatives for which a detailed COEA was conducted. Management alternatives included assigning day-to-day management responsibility for the IIP mission to Canada and to the National Ice Center. Key technology alternatives included a detailed sensitivity analysis of the iceberg drift and deterioration models and development of a risk modeling approach along with data acquisition and data processing improvements. The operations alternatives included surveillance contracted to Canada, surveillance managed through the National Ice Center, and improved radar capabilities for Coast Guard surveillance. The report includes a comprehensive cost analysis of the various alternatives required to meet current performance standards and an analysis of the cost reimbursement system. The report is supported by thirteen annexes, each of which is issued as a separate technical report.
