Analysis for Integrated Development Planning: Industry and Government Roles.

The GovernmentIndustry Integrated Development Planning Process Action Team PAT was chartered by Lt Gen Fain, Commander of ASO, to identify and investigate methods to increase industrys involvement in the analysis portion of the development planning process. The first area of PAT activity determined the primary requirement is a closer integration of industry and government processes so that industry can plan for activities of the Technical Planning Integrated Product Teams TPIPTs. The second area consisted of reviewing and refining the TPIPTs analysis processes and supporting analysis infrastructure. The third area concerned defining industry participation options. The path taken by the PAT was based upon the stipulation that the process must always be executable by the government. Industry participation was viewed as augmenting the basic government process. The process defined maintains the governments full control, permitting industry to participate at different levels of involvement and encouraging tailoring of the analysis process by the respective TPIPTs. In summary, the PAT found that it is beneficial and feasible for both the government and industry to integrate industry into the TPIPT analysis process. A follow-on PAT is needed to look at broader Air Force wide modernization issues and processes.
