An Assessment of China's Special Economic Zones

Abstract:

This paper examines the contribution of the original four Special Economic Zones -- Shenzhen, Zhuhai, Shantou and Xiamen -- to Chinas economic modernization. It evaluates whether the SEZs have achieved original reform objectives, assesses the progress of the SEZs in light of original expectations, and considers possible future roles for the SEZs in Chinas continuing efforts to modernize its economy.
