Central Radar System, Over-the-Horizon Backscatter

Abstract:

The U.S. Air Force USAF proposes to construct an Over-the-Horizon Backscatter OTH-B radar facility in the north central region of the United States. This system, to be known as the Central Radar System CRS, will be comprised of a transmit site, a receive site, and an operations center. This study provides an overview of the USAFs Environmental Impact Analysis Process EIAP. The overview begins with the site selection process that occurred during the preparation of initial Draft and Final Environmental Impact Statements, which led to the selection of the transmit and receive study areas in a 1988 Record of Decision ROD. In the Final Environmental Impact Statement FEIS and the ROD, the USAF made a commitment to prepare a site-specific environmental document and to conduct a number of site-specific studies in order to further define potential impacts from the proposed facilities. This report describes the process used to select specific siting areas within the two selected study areas.
