Development and Application of a Military Intelligence (MI) Job Comparison and Analysis Tool (JCAT)

Abstract:

As part of a military intelligence MOS-intelligenceelectronic warfare IEW analysis method, the Job Comparison and Analysis Tool JCAT was developed to identify MOS military occupational specialties capabilities and IEW system demands in terms of abilities, skills, and intelligence production activities. Its origins can be found in the Manual for the Ability Requirements Scales MARS developed by E. A. Fleishman and associates. JCAT embodies flow diagram decision methods and scalars from this earlier work the methodology has been expanded to address intelligence production activities. The technique has been used in a test application at the U.S. Army Intelligence Center and School USAICS at Fort Huachuca to collect abilities and skills data for the seven MOS comprising the 96 Career Management Field CMF.
