Abstract:

The Congress through its power of the purse has a great impact on military strategy. In recent years this impact has determined the weapons system and size of the armed forces our Nation has to secure its objectives. By examining the Base Closure Act of 1988, this paper explores what motivates the Congress in determining the resources available to the Nations armed forces. It concludes with recommendations for the proper placement of responsibility for military strategy.
