The Tennessee Valley Authority and the Merit Principles

Abstract:

This report discusses the results of a study by the U.S. Merit Systems Protection Board MSPB of selected aspects of human resource management in the Tennessee Valley Authority TVA. Established as a Government corporation in 1933, TVA is required to adhere to the basic merit principles characteristic of Federal civil service agencies. As a corporation, however, TVA is excluded from most of the specific laws, rules and regulations which govern the content and conduct of personnel programs in other executive branch agencies. Compared to these other agencies, therefore, TVA has much greater flexibility in its human resource management systems and its ability to tailor those systems to its unique needs. This report describes some of the major aspects of TVAs merit system, compares and contrasts them with those used by most other Federal agencies, and assesses how well TVA meets the requirements of the underlying merit principles.
