Abstract:

A Content Analysis Comparison Between Stars and Stripes and Commercial National Newspapers. The Stars and Strips newspapers, published in Pacific and in Europe, are authorized publications of the Department of Defense DOD. DOD Instruction 5120.4 DOD Newspapers and Civilian Enterprise Publications, which provides overall guidance on DOD newspapers, states the policy for Stars and Stripes is that a free flow of news and information shall be provided to all military personnel without censorship or news management. The DOD instruction requires them to maintain balance in presentation of commercial news and opinion and prohibits the newspapers from taking editorial positions. According to then Assistant Secretary of Defense for Public Affairs William Hart, Stars and Stripes is recognized as the G.I.s newspaper and has a long, proud tradition of being a credible news source providing a daily hometown newspaper filled with national international, and military community news as well as features, United States newspaper editorial comment, comics, and sports. The papers have two specific missions. To bring DOD personnel and their dependents the same international, national, and regional news and opinion from commercial sources available to newspapers throughout the United States.
