A Investigation of NEC (Navy Enlisted Classification) Utilization
Abstract:
This report investigates the extent to which trained enlisted personnel are assigned to jobs requiring their specific skills. The analysis quantitatively measures the utilization of C school training for a selected subset of Navy Enlisted Classifications NECs. It addresses the variability of NEC utilization, reasons for NEC nonutilization, and utilization trends. The study found that utilization differed significantly across NECs with the variance attributable to a variety of reasons, including differences in sea shore rotation, manning conditions, reporting errors, and interchangeability of skills at assignment. Utilization differed over time mostly in response to changes in equipment and the subsequent increase or decline in the demand for a given NEC.
