Abstract:

The peaceful transformation of Francos Spain into a modern constitutional monarchy is an important political achievement. During the 1960s and 1970s, the regime confronted its most severe security problem in the Basque region. This paper discusses the ETA Euskadi Ta Askatasuna and its activities. It concludes that the greatest future threat may be in possible linkages with European leftist groups, however past indications are that such linkages are not likely in any other mode than the occasional support mode under which they now operate.
