Abstract:

This study determined the ammunition expenditures necessary to attain and maintain required levels of proficiency for individuals and units. The study focused on the determination of training allowances based on the attainment of individual training standards in formal schools as well as in operational units the maintenance of individual training standards and the attainment and maintenance of unit training standards. Additionally, subcaliber and simulator training were assigned a quantitative value relative to the value of live-fire training. Lastly, the study addressed the methodology whereby training allowances would be responsive to changes in weapons, tactics, doctrine and budget constraints. The methodologies developed by the study provide a sound basis for determining training allowances and identified a local alternative allowance system based on the organization vice the per weapon allowance system currently in use.
