Research on Management Concepts for Large-Scale Simulations of Naval Warfare.

New computer simulation technology makes possible widespread and effective use of naval warfare simulations. These are very useful and economical as a way to enhance naval warfare training and to develop and evaluate tactics. This report addresses some possible ways for the Navy to manage development and acquisition of large-scale naval warfare simulations. Roles and responsibilities need to be clarified. Present management systems work adequately for acquisition of computer hardware management information systems and training devices, but they have not been systematically applied to war games. The work that has been done has identified a range of management options, from the Planning, Programming and Budgeting System to field activity directives, that can be brought to bear on managing warfare simulations. The options were developed from an examination of what is to be managed, who should do it, and how it is to done. To evaluate the options, eight principal criteria were derived for assessing their benefit to Navy program management. Also, an outline management plan has been developed. The next step is to apply the evaluation criteria to assess the management options, using a group of knowledgeable managers and specialists. This work will be the basis for a management plan which can be recommended for implementation. Author
