Abstract:

The Federal Government has mandated that its agencies write environmental assessments and environmental impact statements EAsEISs incorporating environmental considerations into the planning of new projects. In the Department of the Army DA, proposed Army Regulation AR 200-2, Environmental Considerations in the Department of the Army, has imposed stringent new requirements for compliance with the National Environmental Policy Act NEPA. This means that hundreds of EAEIS documents must be reviewed more closely than before therefore, an efficient procedure is needed for comprehensive, uniform evaluation. To meet these new requirements, this report sets forth systematic procedures for a review and evaluation of EAEIS documents for Administrative Compliance, General Document, and Technical Review and outlines a procedure to prepare a review summary of EAEISs, which will lead to an ultimate recommendation on the technical adequacy and completeness of those documents. It is recommended that this report be used in conjunction with revised DA Pamphlet 200-1, Handbook for Environmental Impact Analysis, AR 200-1, Environmental Protection and Enhancement, and AR 200-2 until this information is incorporated into revisions of these documents.
