Abstract:

The Leadership Evaluation and Analysis Program LEAP is a decentralized, self-applied organizational development program designed for the small unit commander. Commanders are provided the techniques and procedures by which they can assess leadership concerns, determine the level of unit combat readiness, and evaluate the effectiveness of the decision-making process. This report represents a prototype application of the LEAP Network Monitor System, an information storage and retrieval data bank designed to function on a voluntary and an anonymous basis for use as an executive decision-making resource by both company level commanders and senior organizations.
